Short answer: you do not have to leave Singapore to do this. The Taiwan Employment Gold Card is a three-year residency with an open work permit, no nationality restriction, and no minimum stay requirement. That makes it a second base rather than a replacement, which is what people with a business and a family already settled in Singapore actually need.
The Part Most Articles Get Wrong
Almost everything written on this subject frames it as an exit: leave Singapore, go somewhere cheaper, start again. That framing loses the people it is aimed at, because they are not unhappy in Singapore. Their company is there, their clients are there, their children are in school there.
The Gold Card does not ask you to choose. There is no minimum stay to hold or renew it. You can be issued the card during a short visit, carry on operating from Singapore, and hold a residency that is yours rather than renewed at somebody's discretion each cycle. If you later decide you want Taiwanese permanent residency, that is when time in the country starts to count: three years of continuous residence averaging more than 183 days a year. Until then, the card simply exists in your pocket.
Why People Start Looking in the First Place
Singapore is not turning away high earners. It is steadily raising what counts as high enough, and tying your position to a score you do not control.
From 2026 the Employment Pass starts at S$5,600 a month, S$6,200 in financial services, and the qualifying salary rises with age: by 45 it is around S$10,700. On top of that you need 40 points under COMPASS, where part of your score depends on your employer's workforce mix rather than on you. Only salaries above S$22,500 skip the scoring entirely.
Permanent residence is the part that surprises people, and not for the reason usually quoted. Singapore grants around 35,000 permanent residencies a year and is raising the intake toward 40,000. How many people applied for them is not published: ICA releases no application figures and no approval rate, so every percentage you will read on this subject is somebody's estimate rather than a fact. What is documented is how the decision arrives. There is no published checklist, no scoring matrix, no minimum salary, and a refusal comes as a single paragraph saying the application was not successful, with no score and nothing named to correct.
The shape is familiar: fifteen years of tax paid, a business built, children in local schools, and a status that still renews on somebody else's terms.

One of our clients had spent more than a decade in Singapore. He ran his own consulting company, owned it outright, and paid himself a formal salary from it, which is what carried his Gold Card application: the salary was genuine payroll and visible in his tax paperwork, so owning the company was never the obstacle people assume it will be.
What is more interesting is why he wanted Taiwan at all. He was not escaping anything. He liked Asia and had no intention of moving to Europe or the Gulf. His business was staying in Singapore either way. And his children were growing up in Southeast Asia, which made a regional option worth more to him than a theoretically stronger passport on the other side of the world.
The card was not a replacement for his Singapore life. It was optionality, obtained while his position was still comfortable rather than after it stopped being so.
What the Gold Card Actually Gives You
It is a combined visa, work permit and residence permit, issued for one to three years and renewable. Four things matter in this situation.
- It is open. You can work for a Taiwanese company, keep invoicing foreign clients, freelance, or start a business, and move between those without applying for anything new. No employer sponsors you, so nobody else's hiring decisions affect your status.
- It has no nationality restriction. Any passport can apply, which is worth stating plainly because several regional alternatives quietly do not work that way. Taiwan's own digital nomad visa, for instance, is open only to nationals of visa-exempt countries.
- It does not require you to relocate. As above: no minimum stay to hold or renew.
- It covers your family. Spouse and children can obtain dependent residency, and since 2026 a spouse can get an open work permit without an employer sponsor — one of several changes we broke down in what changed in 2026.
How You Qualify
Two routes cover most people arriving from Singapore. The salary route asks for documented monthly salary above your category threshold, and salary means salary: dividends, distributions and invoices paid to you personally do not count. If you own your company, paying yourself real payroll is what makes this work, which is what happened in the case above. The experience route asks for eight years of documented professional experience in a qualifying field and needs no salary proof at all.

One honest caveat: applying before you meet either route does not create eligibility. If the documentation is not there yet, the answer is to build it rather than to submit and hope. It is worth knowing what actually gets applications turned down before you start.
Timing
Budget around two months: roughly two to three weeks to prepare documents and four to six weeks for the government review. You do not need to sit in Taiwan while it runs, and you do not need to disrupt anything in Singapore.
The pattern worth avoiding is starting at the point of pressure, when a pass renewal is refused or an employer restructures. Nothing about the process gets faster under stress, and a case assembled calmly is a better case. One thing the card is not: a tax arrangement. Holding it does not by itself change where you are tax resident, and anyone selling it that way is selling you something else.

I own my company. Does that count as income?
Company revenue and owner distributions do not count. A formal salary paid to yourself from your own company does count, provided it is genuine payroll, taxed, and visible in your tax paperwork. This is the route most owner-operators end up using.
Can my spouse work in Taiwan?
Yes. Since January 2026 the spouse of a Gold Card holder can obtain an open work permit without an employer sponsor, for as long as their dependent status is valid.
How long does the Taiwan Gold Card take?
